A resolution relating to the foreign assistance program.

Declares the sense of the Senate that United States reliance on bilateral foreign assistance programs is no longer desirable and that the President should review assistance programs with a view toward furnishing assistance through multilateral or private organizations, or through the Department of State where bilateral programs are appropriate.
