Declares it the sense of the Senate that the President of the United States convene a White House Conference on Small Business with the help of the Senate Small Business Committee to develop recommendations, including suggestions for legislative, executive, administrative and other governmental actions, for encouraging and maintaining the economic interests and potentials of the small business community.
