White House Conference on Energy Conservation Resolution - Requests the President to convene a White House Conference on Energy Conservation as soon as practicable, but not later than December 31, 1978. Establishes a National Energy Conservation Planning and Advisory Council to plan and conduct the Conference.
Directs the Council to prepare and submit a final report to the President and to transmit recommendations for administrative and legislative action to the President and the Congress.
Authorizes the appropriation of $5,000,000 to carry out this resolution.
