Requires the Federal Communications Commission, in interpreting or implementing policy governing the nationwide telecommunications network, to consider specified matters affecting rural users of telecommunications services.
Directs Congress: (1) to initiate studies to determine the potential economic impact of competition in the telecommunications industry; and (2) establish a national telecommunications policy which permits competition in such industry and assures that residents of less densely populated rural areas continue to receive telecommunications services on a par with urban areas.
