A joint resolution to require the Federal Government to end deficit financing.

Constitutional Amendment - Requires the President to review Government revenues and expenditures at specified times and to determine a surtax rate when expenditures exceed revenues to insure that receipts will equal outlays.

Authorizes a suspension of such measures in the case of a grave national emergency declared by Congress.
