A Joint Resolution providing procedures for congressional disapproval of implementation of national water resources policies, and for other purposes.

Establishes a procedure for either House of Congress to disapprove any rule or regulation which would impose additional burdens on recipients of: (1) water supply from Federal projects; or (2) Federal grant or loan assistance for the development of water supply or treatment works.

Requires any department or agency issuing any rule or regulation subject to disapproval to transmit copies to: (1) each House within three days of its issuance; and (2) the affected States at least 60 days prior to its issuance.

Forbids any department or agency from initiating legal action to quantify or establish Federal or Indian reserve water rights without first notifying the appropriate congressional committees and affected States.
