States the interest of the United States to be to undertake certain diplomatic and economic initiatives to increase opposition to the Soviet and Cuban military presence in Africa, and to increase pressure for their withdrawal.
Declares that any normalization of relations with Cuba after such withdrawal should be conditioned upon questions of (1) human rights; (2) U.S. citizens held in Cuban prisons; (3) expropriation of property belonging to U.S. citizens; and (4) the antihijacking agreement between the United States and Cuba.
