Declares it the sense of Congress that: (1) the President should not impose additional import fees on oil as a means of reducing crude oil imports; (2) the President should not impose additional import fees on imports of refined petroleum products if additional import fees are not imposed on imported crude oil and if a crude oil equalization tax is not imposed on domestically produced crude oil; and (3) the President should hold open public hearings to assess and mitigate the effects on the economic well-being of affected regions and industries of additional import fees on refined petroleum products before imposing such fees.
