Summary

Authorizes the President to extend the interim agreement with the Soviet Union in regard to further negotiations to be pursued during the Strategic Arms Limitations Talks (SALT II).

Requires the Secretary of State to make semi-annual reports to Congress on the status of SALT II negotiations.
