Authorizes the President to proceed in accordance with the statement of intent by the the Secretary of State of Sept. 23, 1977, not to take any action inconsistent with the Interim Agreement Between the United States of America and the Union of Soviet Socialist Republics on Certain Measures with Respect to the Limitation of Strategic Offensive Arms during strategic arms limitations negotiations, provided that the Soviet Union exercises similar restraint.
