A bill to amend the Pennsylvania Avenue Development Corporation Act of 1972 to authorize appropriations and borrowings from the U.S. Treasury to complete implementation of the development plan for Pennsylvania Avenue between the Capitol and the White House.

Increases the amount which the Pennsylvania Avenue Development Corporation may borrow from the Federal Government to $200,000,000. Extends the authority of the Corporation to incur such debts through 1990. Authorizes appropriations to finance such loans by the Corporation.
