A bill to amend the Federal Election Campaign Act of 1971 to prohibit the diversion of amounts received as campaign contributions to other purposes and to prohibit the making or receipt of certain contributions.

Amends the Federal Election Campaign Fund Act of 1971 to prohibit the use of contributions for other than campaign purposes. Forbids any person from donating funds to a Federal officeholder for the purpose of defraying expenses incurred by the officeholder in connection with official duties except as provided by law.
