Older Americans Tax Counseling Assistance Act - Authorizes the Secretary of the Treasury, through the Internal Revenue Service, to enter into agreements with private or public nonprofit agencies or organizations for the purpose of providing training and technical assistance to prepare volunteers to provide tax counseling assistance for elderly individuals in the preparation of their Federal income tax returns.
Directs the Secretary to utilize and support the services of volunteers and to establish the qualifications required and the terms and conditions of service as a volunteer.
States that service as a volunteer under this Act shall not be considered service as an employee of the United States.
Authorizes the Secretary to direct the attention of elderly individuals to provisions of the Internal Revenue Code of 1954 which affect the aged.
