A bill to simplify the appellate jurisdiction of the Supreme Court of the United States.

Repeals provisions authorizing Supreme Court review by appeal of: (1) a judgment, order, or decree of any Federal court holding an Act of Congress unconstitutional in a civil action to which the United States or an agent thereof is a party; (2) a United States Court of Appeals case at the request of a party who relied on a State statute which was declared unconstitutional; or (3) a final judgment or decree of the highest State court in which a decision could have been had holding a treaty or Federal statute invalid or a State statute which was attacked on constitutional grounds valid.
