A bill to require automatic sprinkler systems in all skilled nursing facilities and intermediate care facilities as a condition of certification under the medicare, medicaid, and Veterans' Administration programs, and to authorize loans and grants to assist such facilities in purchasing and installing such systems.

Requires automatic sprinkler systems in all skilled nursing facilities and intermediate care facilities certified for participation in the Medicare, Medicaid, or Veterans' Administration programs unless a waiver of such requirement is granted in accordance with conditions set forth in this Act.

Establishes a program of low-interest Federal loans and grants to assist such facilities in constructing or purchasing and installing automatic sprinkler systems.
