Health Services, Hemophilia and Health Planning and Development Extension Act - Title I: Amendments to the Public Health Service Act - Amends the Public Health Service Act to extend through fiscal year 1978 the assistance programs for comprehensive public health services, migrant health, community health centers, hemophilia programs, and national health planning and development and health resources development.
Repeals the provision of the Public Health Service Act which authorizes project grants to public and nonprofit private agencies for training, studies, and demonstrations for developing comprehensive health plans.
Title II: Amendments to the Community Mental Health Centers Act - Amends the Community Mental Health Centers Act to extend through fiscal year 1978 grants for community mental health centers planning and operations. Extends the time period during which the Secretary of Health, Education, and Welfare must act on an application for a grant to plan a community mental health center to 120 days after the date of submission of the application.
