Includes, effective October 1, 1978, lands on which specified semiactive or inactive military installations are located, not including industrial installations, which have been retained by the Army for mobilization purposes and for support of reserve component training, in the list of public lands which entitle local governments to payments by the Secretary of the Interior based on the amount of such lands within the boundaries of such locality.
Provides that payments in lieu of taxes are not to be made to any unit of local government for any lands which were owned or administered by a State or unit of local government and were exempt from the payment of real estate taxes at the time such lands were conveyed to the United States.
Provides that units of local government located outside the boundaries or organized boroughs in the State of Alaska which act as the collecting or distributing agency for real property taxes shall be eligible to receive such payments in lieu of taxes, beginning in fiscal year 1979.
