A bill to establish a program of Federal assistance to provide relief from energy emergencies and energy crisis.
Energy Crisis Relief Act - Establishes procedures for determination by the President that an energy emergency or energy crisis exists, upon request by a Governor of an affected State.
Authorizes the President to coordinate Federal energy emergency relief activities upon declaration that such an emergency exists. Stipulates that such relief may include: (1) delivery and allocation of energy supplies to the affected area; (2) establishment of an energy conservation program in the affected area; and (3) emergency energy loans to individuals, public or nonprofit organizations.
Authorizes the President to take the following actions where an energy crisis is declared to exist: (1) direct Federal agencies to terminate existing contracts to provide necessary energy supplies to the affected areas; (2) impose price ceilings for energy supplies; and (3) impose compulsory energy conservation programs. Authorizes the President to exercise additional authority under the Disaster Relief Act of 1974 where appropriate.
