Amends the Consumer Product Safety Act to authorize the Consumer Product Safety Commission to adopt directly, without following established procedures for the development of standards, any standards which were published by another Federal agency or any other qualified organization when such standards would eliminate or reduce the unreasonable risk of injury associated with a product.
Amends the Federal Hazardous Substances Act to assess a civil penalty of up to $2,000 for each violation of specified provisions of such Act, or of the Federal Food, Drug, and Cosmetic Act,or of the Household Refrigerators Act.
Provides judicial review for any person charged with such violation.
Gives the Commission the power to make payments to participants in Commission rulemaking proceedings.
Directs the Chairman of the Commission to appoint a Director of Compliance to the Commission.
