A bill to amend the Congressional Budget Act of 1974 to limit increases in the levels of total budget outlays and total new budget authority set forth in concurrent resolutions on the budget, except during time of war.

Amends the Congressional Budget Act of 1974 to limit increases in the levels of total budget outlays and total new budget authority to the amount of the preceding year increased by a percentage equal to the average annual percentage increase in the gross national product during the three calendar years preceding the beginning of such fiscal year.
