A bill to provide for a study of the feasibility of allowing individuals, during their working hours, voluntarily to make additional contributions to the Social Security program established by title II of the Social Security Act and during retirement to receive additional Social Security benefits based on such additional contributions.

Directs the Secretary of Health, Education, and Welfare to conduct a study to determine the feasibility of modifying the program established by title II of the Social Security Act so that individuals covered under such program may make voluntary, additional contributions to the program and receive additional benefits during retirement. Requires the Secretary to submit a full report to Congress on his findings and recommendations no later than one year after the date of enactment of this Act.
