Establishes within the Department of Agriculture the Grain Standards Act Advisory Committee to advise the Administrator of the Federal Grain Inspection Service with respect to the implementation of the United States Grain STandards Act of 1976.
Amends the recordkeeping provision of the United States Grain Standards Act of 1976 to require records of the operations of export elevators located at export port locations and of all inland terminal elevators. Defines "inland terminal elevator" as a grain elevator, warehouse, or other terminal grain storage or handling facility located in the interior of the United States, as determined by the Administrator, that receives grain primarily from other inland elevators, ships grain out primarily to export elevators or grain processors and millers, and handles a total volume of grain in an average year of ten million bushels or more.
