A bill to amend title VIII of the act commonly called the Civil Rights Act of 1968 with respect to the awarding of attorney's fees and the authority of the Department of Housing and Urban Development to initiate a civil action to enforce the provisions of such title.

Amends the Civil Rights Act of 1968 to allow the Secretary of Housing and Urban Development to initiate civil actions to enforce the provisions of such Act.

Permits courts to award attorneys' fees to prevailing plaintiffs in civil rights actions without regard to financial ability to assume such fees.
