Prohibits the Secretary of Transportation from approving any State's highway safety program unless such State has enacted legislation which prescribes a minimum ten day jail sentence or comparable alternative service for persons found guilty of driving while under the influence of alcohol and requires participation in an alcohol safety program by persons found guilty of such an offense.
