=Title I: Fort Union Trading Post National Historic Site= - Authorizes the Secretary of the Interior to enlarge the boundaries of the Fort Union Trading Post National Historic Site located in North Dakota and Montanna. Authorizes appropriations for acquisition of lands and for the development of such area.
=Title II: Redwood National Park= - Authorizes the appropriation of additional funds for the development of Redwood National Park in California.
=Title III: Paul H. Douglas Indiana Dunes National Lakeshore= - Designates the Indiana Dunes National Lakeshore as the "Paul H. Douglas Indiana Dunes National Lakeshore.
=Title IV: Wilderness= - Designates the Crater Lake National Park, Oregon, as a wilderness area. Directs the Secretary to administer such area in accordance with the applicable provisions of the Wilderness Act.
=Title V: San Antonio Missions National Historical Park= - Establishes the San Antonio Missions National Park in Texas. Authorizes the Secretary to acquire lands in the historic missions district of the city of San Antonio, Texas, for inclusion in such Park. Authorizes the Secretary to enter into cooperative agreements with the owners of any historic properties to preserve such areas. Stipulates that any lands owned by the Catholic Archdiocese of San Antonio, Texas, may be acquired by donation only.
Permits owners of improved properties to retain a right of use and occupancy for noncommercial residential purposes, with certain limitations.
Authorizes the Secretary to establish a San Antonio Missions Advisory Commission. Authorizes appropriations for the purposes of this Title. Directs the Secretary to submit to the appropriate committees of Congress a final master plan for the development of such park.
=Title VI: Sawtooth NationaL Recreation Area= - Increases the authorization of appropriations, from $19,802,000 to $47,802,000, for the acquisition of lands within the Sawtooth National Recreation Area, Idaho.
=Title VII: Golden Gate National Recreation Area= - Revises the boundaries of the Golden Gate National Recreation Area. Authorizes the Secretary to acquire ten additional acres at the Playland-in-the-Beach area.
Prohibits new construction and development within such revised boundaries, with certain exceptions. Permits owners of improved properties to retain a right of use and occupancy, with certain limitations.
Prohibits the charging for admission to such area unless authorized by the Secretary.
=Title VIII: Thomas Stone National Historic Site= - Authorizes the Secretary to acquire the Thomas Stone home and grounds in Charles County, Maryland, for establishment as the Thomas Stone National Historic Site. Authorizes appropriations for acquisition of lands and for development of such area.
=Title IX: Recognition of the Honorable William M. Ketchum= - Directs the Secretary to provide an appropriate form of recognition of the late Congressman William M. Ketchum of California, within the War in the Pacific National Historic Park, Guam, and the American Memorial Park, Saipan.
=Title X: Ebbey's Landing National Historic Reserve= - Establishes the Ebby's Landing National Historic Reserve. Includes the Central Whidbey Island Historic District in such reserve.
Directs the Secretary to formulate a comprehensive plan for the protection, preservation, and interpretation of such reserve and to submit such plan to Congress. Authorizes the Secretary to enter into cooperative agreements to transfer management to provide technical assistance to, and make periodic grants to the State or local government for operation and maintenance of such area.
Authorizes the Secretary to acquire lands for inclusion in such reserve.
=Title XI: Cape Cod National Seashore= - Increases the authorization of appropriations from $33,500,000 to $38,000,000, for acquisition of lands and development within the area of the Cape Cod National Seashore.
