A bill to provide for a comprehensive and coordinated national climate program.
National Climate Program Act - Authorizes and directs the Secretary of Commerce to coordinate the establishment and operation of a comprehensive national climate program to develop prediction systems, and analyze the effects of climate change on human activities.
Requires the Secretary to establish such advisory committees as are necessary to carry out this Act.
Directs the Secretary to coordinate the activities of such programs with climate programs of other nation's and international organizations.
Authorizes appropriations to carry out this Act.
