Directs the Secretary of the Treasury to report to the Congress every six months the total value, distribution, source, and obligor of loans extended by domestic banks to governments, government agencies, and government-controlled corporations in countries designated by the Secretary of State. Directs the Secretary of State to designate those countries which meet the criteria for denial of assistance for violations of human rights under the Foreign Assistance Act of 1961.
Specifies those banks to be included in such reports as those which have: (1) at least one foreign branch; (2) at least $20,000,000 in claims of foreign residents; and (3) deposits insured by the Federal Deposit Insurance Corporation.
