Amends the Communications Act of 1934 to require that licensees keep a public record of requests for broadcast time with respect to propositions and questions, including initiative, referendum, and recall, on the ballot in State or local elections. Requires that such records be filed within seven days of the date of the contract for such broadcast time and be retained for two years.
