Expands Federal Government liability for the acts of its agents to include tort claims arising under the Constitution for acts such as assault, false arrest, and malicious prosecution. States that such liability is exclusive and precludes any remedy against agents individually.
Entitles a person who receives a monetary settlement from the United States for a tort claim to request and participate in an administrative inquiry into the conduct of the employee responsible for the tort.
Sets forth the appeal process and review procedures for such inquiry. Designates the bodies responsible for conducting the inquiries.
