Indochina Migration and Refugee Assistance Amendments - Amends the Indochina Migration and Refugee Assistance Act of 1975 to: (1) establish September 30, 1982, as the termination date of the Act; (2) provide 100 percent Federal funding for assistance to refugees, but limit it to three years from the date of entry; (3) exempt unaccompanied minors from the three year limit; and (4) authorize the appropriation of $30,000,000 for the resettlement, training, and education of refugees.
