A bill to consolidate certain rural development functions of the Department of Housing and Urban Development and the Department of Commerce within the Department of Agriculture.
Rural Development Consolidation Act - Title I: Transfer of Functions - Transfers to the Department of Agriculture the functions of the Economic Development Administration of the Department of Commerce and the non-metropolitan portion of the community block grant program of the Department of Housing and Urban Development.
Directs the Secretary of Agriculture to preserve the community block grant program as a separate and distinct organizational entity, into which the economic development program may be incorporated.
Title II: General Provisions - "States that the provisions of this Act shall take effect upon enactment."
