A bill to amend the Small Business Act by transferring thereto those provisions of the "Domestic Volunteer Service Act of 1973" affecting the operation of volunteer programs to assist small business, and for other purposes.

Amends the Small Business Act and the Domestic Volunteer Service Act of 1973 to transfer to the Small Business Administration the authority to conduct a program of volunteer assistance for small businesses. Includes the transfer of the SCORE (Service Corps of Retired Executives) and ACE (Active Corps of Executives) programs to the Administration from the ACTION Agency.
