A bill to amend the Packers and Stockyards Act, 1921, to authorize value based tariffs.
Amends the Packers and Stockyards Act of 1921 to authorize the use of value based on percentage tariffs by firms selling livestock on a commission basis.
Requires the Secretary of Agriculture to appoint an interagency task force within the Department of Agriculture to analyze and recommend methods by which sellers of livestock or their agents may disclose to livestock marketing agencies, dealers, or packers the existence of liens or security interests in or against their livestock.
