Declares a certain United States citizen to have been physically present in the United States, prior to the birth of such citizen's daughter, for a period of ten years, under the Immigration and Nationality Act. Declares that the daughter shall be considered as having resided in the United States for a period of five years between the ages of 13 and 21.
