A bill to authorize the Secretary of the Interior to enter into a cooperative agreement with the Franklin Institute to aid in the continued preservation of the Benjamin Franklin National Memorial.

Directs the Secretary of the Interior to enter into a cooperative agreement with the Franklin Institute of Philadelphia, Pennsylvania, to preserve the Benjamin Franklin National Memorial.

Authorizes the appropriation of $500,000 for fiscal year 1979; $200,000 for fiscal year 1980; and such sums as may be necessary for succeeding fiscal years to carry out the provisions of this Act.
