Urban Park and Recreation Recovery Act - Authorizes the Secretary of the Interior to establish an urban park and recreation recovery program under which matching grants are to be given to local governments on the basis of need for rehabilitation and development of recreation areas and facilities.
Authorizes the Secretary to provide additional matching funds equal to the amount of State funding.
Prohibits the conversion of property improved or developed with assistance under this Act to other than recreational uses without the Secretary's approval.
