A bill to amend title 39 of the United States Code to provide that the United States Postal Service shall not impose any fee in connection with providing change of address services for senders of matter to blind and other handicapped persons.

Prohibits the Postal Service from charging the sender of matter which may be mailed free of postage to blind and other handicapped persons for any services provided by the Postal Service in connection with the identification of any change of address of any addressee of such matter.
