Title I: Meat and Meat Products - Amends the Federal Meat Inspection Act to direct the Secretary of Agriculture to require meat imports to be labeled as imports and to be subjected to tests regarding substances or levels of substances prohibited in any domestically produced animal.
Title II: Dairy Products - Prohibits the importation of dairy products unless the Secretary of Health, Education, and Welfare certifies that such imports originated from pure and wholesome supplies and were manufactured in plants which comply with certain minimum standards of sanitation. Makes such products subject to the Federal Food, Drug, and Cosmetic Act after entry into the United States.
Permits assessments and fees to be prescribed for such tests and inspections and the revocation of import privileges for failure to pay such fees.
