Amends the Tobacco Inspection Act, in the interest of efficient and equitable marketing, to authorize the Secretary of Agriculture: (1) to require periodic reports from specified persons and facilities; (2) to prohibit unfair trade practices and unfair methods of competition; (3) to regulate the dimensions and conditions of tobacco containers; (4) to issue marketing schedules which allocate available sales opportunity to locations, warehouses, other facilities or persons through which tobacco is marketed. Penalizes any person or facility subject to a marketing schedule which exceeds its allocated sales opportunity with forfeiture of one-third of the value of tobacco sold in excess of such allocation.
