A bill to authorize civil penalties for violations of various laws for preventing the introduction and dissemination of livestock and poultry diseases, plant diseases, and plant pests.

Amends the Federal Plant Pest Act and the Plant Quarantine Act, and other specified related Acts, to establish or increase civil penalties for violations of provisions intended to prevent the introduction and dissemination of livestock and poultry diseases, plant diseases, and plant pests.
