A bill to increase the authorization for the urban homesteading program under section 810 of the Housing and Community Development Act of 1974, to improve coordination between the urban homesteading program and the rehabilitation loan program, and for other purposes.

Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants for the following: (1) administrative costs of State and local governments incurred in carrying out urban homesteading programs and (2) facilitation of homesteading of properties acquired by communities as a result of abandonment or tax foreclosure.

Authorizes the Secretary to acquire from the Administrator of Veterans' Affairs title to any property which is suitable for inclusion in the urban homesteading program.

Amends the Housing Act of 1964 to coordinate the urban homesteading program and the rehabilitation loan program.
