A bill to facilitate the coordination of programs for the protection, management, and control of wild and free-roaming horses and burros, and other resources, and for other purposes.

Defines "excess animals" for purposes of the Wild Free-Roaming Horses and Burros Act.

Authorizes the Secretary of the Interior to transfer excess animals for domestic use and provides for automatic transfer of title of such animals following one year of humane treatment.

Enumerates the conditions under which such animals or their remains shall lose their status as wild free-roaming horses and burros.
