A bill to authorize the Department of Commerce to retain title to and jurisdiction over a certain tract of land at the National Bureau of Standards site at Boulder, Colorado, to authorize the construction of certain facilities thereon, and for other purposes.

Authorizes the Department of Commerce to retain title to, and jurisdiction over, a specified tract of land at the National Bureau of Standards site at Boulder, Colorado. Authorizes the Administrator of the National Oceanic and Atmospheric Administration to provide space for the construction of Environmental Research Laboratory Headquarters and related facilities on such land.
