Amends National Labor Relations Act standards relative to severance of members of a particular craft from a broader collective bargaining unit for purposes of establishing a separate craft unit to, among other revisions, require the National Labor Relations Board to consider the same factors as would be considered in an initial establishment of a craft unit.
