A bill to amend Title XX of the Social Security Act to provide for service program planning and assessment.

Amends Title XX (Grants to States for Services) of the Social Security Act to require that not less than one-half of one percent of a State's allocation under such Title be directed to a "regional planning organization," as defined by this Act, for purposes of involving local government in the planning and evaluation of services provided under such Title.
