A bill to provide for the regularization of administrative practices and procedures, better Congressional control of Federal regulations, periodic review of existing regulations, and for other purposes.
Regulatory Control Act - Requires every agency rule promulgated pursuant to the Administrative Procedure Act to be reviewed every five years in the same manner as provided under that Act. Requires the Comptroller General to participate in the original promulgation and subsequent public review of all such rules.
Amends the Legislative Reorganization Act of 1946 to require all legislation reported out of committee to include a statement requiring one of five specified forms of congressional review of agency rules which would be promulgated pursuant to such legislation if it becomes law.
