Amends the Farmer-to-Consumer Direct Marketing Act of 1976: (1) to extend such Act through fiscal year 1981, and (2) to authorize the appropriation of $3,000,000 annually for fiscal years 1979-1981 to provide direct marketing assistance within the States.
