A bill to amend title 38, United States Code, to increase the rates of disability compensation for disabled veterans; to increase the rates of dependency and indemnity compensation for their surviving spouses and children; and for other purposes.
Veterans Disability Compensation and Survivors Benefits Improvements Act - =Title I: Veterans Disability Compensation Increases and Other Improvements= - Increases the rates of disability compensation for disabled veterans.
Provides for special consideration in the case of a veteran who has suffered service-connected and certain non-service-connected blindness, bilateral kidney involvement, bilateral deafness, or the loss or loss of use of paired extremities. States that the loss or loss of use of an extremity which is a service-connected disability and a non-service connected disability which involves the loss or loss of use of the paired extremity shall be combined as if the entire disability were service-connected.
=Title II: Dependency and Indemnity Compensation Increases and Other Improvements for Survivors= - Increases the rates of dependency and indemnity compensation for the surviving spouses and dependent children of disabled veterans.
Increases from $800 to $1,500 the allowance payable for the funeral and burial of veterans whose deaths are service-connected.
Authorizes memorial markers to honor Veterans who died while on active duty and whose remains are not recoverable.
=Title III: Miscellaneous Provisions= - Provides for the payment of disability compensation to certain American citizens who served during World War II in the armed forces of nations allied with the United States.
Increases from $100 to $200 the monthly rate of the special pension paid to recipients of the Medal of Honor.
Increases the automobile assistance allowance for certain disabled veterans.
Requires the Administrator, in consultation with the Secretary of Defense, to study disability compensation awarded to, and health-care needs of, veterans who are former prisoners of war,
Stipulates that only United States citizens be employed as superintendents and assistant superintendents of American Battle Monuments Commission cemeteries.
Directs the Secretary to place in the Trophy Hall of the Memorial Amphitheater at Arlington, National Cemetery a Memorial plaque to pay tribute to members of the Armed Forces who served honorably in Southeast Asia during the Vietnam conflict.
=Title IV: Effective Dates= - Sets forth effective dates for specified provisions of this Act.
