Declares that the promotion of economy, efficiency, and improved service in the financing, administration, and delivery of social welfare services is the policy of the Congress.
Establishes a Commission to be known as the National Commission on the Reform of Income Maintenance Programs for the purpose of developing legislative proposals designed to carry out the policies set forth in the first section.
