Amends the Export Trade Act to redefine certain terms under such Act, including "association" and "export trade." Defines "antitrust laws" for purposes of such Act.
Directs the Secretary of Commerce to establish a program to promote the formation of export trade associations which are consistent with such Act and the antitrust laws.
Requires the Chairman of the Federal Trade Commission and the Attorney General (1) to meet periodically to avoid conflicting oversight of such associations, and (2) to meet periodically with members of the private sector to review export trade policy.
